It’s been a year since we held our last discussion on Internet Shutdowns, and this year has been worse than the last: 2017 has seen 61 shutdowns, around double of last year, and including one in Darjeeling that lasted over 100 days. Shutdowns have increased despite a formal policy from the Government of India, which was supposed to provide better oversight over shutdowns. Through this discussion, we want to explore what happens to people when the Internet is shut down: how does it impact people and businesses? how can the existing government policy be improved to reduce the number of shutdowns in India? Alternatives to Internet Shutdowns, among other issues.
We’ll have a couple of panels for expert comments for around 25 minutes, each of which will be followed by an open discussion for around 35 minutes.

1445-1600 Hrs: Panel Discussion: Conflict areas, Human rights and Internet Shutdowns
1600-1715 Hrs: Panel Discussion: How to prevent/disincentivize Internet Shutdowns
1715-1730 Hrs: Keynote Address — (Subject to confirmation)
Note that this is a curated event, with active audience participation, and selection will be based on potential contribution to the discussion.
