A majority of India's mobile connections are urban: if you see the graph below, Urban India still continues to add more mobile connections each quarter than Rural India. The caveat here is that the number of connections isn't the same as number of subscribers: this is a Multi-SIM market, with multiple connections per subscriber. This also includes the number of inactive connections in the market, which, on an average, is around 30% of total connections.
