Last week was dominated by activity in telecom space, with the announcement of the guidelines for IPTV, the Department of Telecom announcing significant amendments to the 3G and WiMax auction guidelines. Above all, there was a flurry on news related to investments in mobile operators. Telecom operators are looking to raise capital for financing the 3G spectrum and rollout of services. This could lead to injudiciously high bids in the auction. Telenors reported investment in Unitech Wireless and Etisalats in Swan Tele could run into trouble with the Foreign Investment Promotion Board (FIPB), due to security concerns. Etisalat has a 26 percent stake in Pakistans PTCL. Telenor has investments in telcos in both Pakistan and Bangladesh.
