Following the tabling of a report on the Electronic Delivery of Services bill, 2011, by the Standing Committee on Information Technology in the Parliament, a panel has asked the Department of Information Technology to rethink its decision of bringing out a new legislation on electronic delivery of government services like birth and death certificates, tax deposit and collection of land records, among others as it felt that the Information Technology Act, 2000 could be amended to include the e-governance guidelines, reports Deccan Herald. In its report the committee said that it was unable to comprehend the intention of the government while bringing a separate legislation for electronic delivery of services when the model state electronic services delivery rules were being formulated under the IT Act, and that the IT Act could have been amended to facilitate electronic delivery of services and the same should be reconsidered after consulting IT and legal experts. Highlights from the Committee's report: - Introduction & purpose of the bill: The Bill was introduced in Lok Sabha on December 17, 2011. It requires the central and state governments and all public authorities to provide all services electronically. It establishes commissions at the centre and state level to monitor implementation of electronic delivery of services (EDS) and for redressal of grievances. - Why not amend IT Act: The Committee noted that rules on electronic delivery of services (EDS) were notified under the Information Technology Act, 2000 (IT Act).
